The bigger story isn’t which city won. It’s how many local businesses never appeared at all.

Methodology and limitations
Comparable sample
Local Main Street businesses with a public website, evaluated using the same eligibility rules, question types and scoring in each city. National chains and listings without a site are left out.
Business-level scoring
Each sampled business was asked category-relevant discovery and recommendation questions. Named means the business appeared in at least one answer. Recommended means it appeared on a shopper / recommendation question. Model: gpt-4o.
City shopper questions
Locked set battle_consumer_questions_v1: seven consumer questions, each asked three times per city (21 answers). “Local Main Street business made the shopper shortlist” is the share of those 21 answers that named at least one business from that city’s scored sample. Unknown names stay unclassified and do not count as local.

Missing basic digital foundations
Ottawa: 26% of businesses reviewed had no website listed or could not be reliably matched to a Google business listing. Toronto: 20% of businesses reviewed had the same basic digital visibility gap.

Limitations
This is a point-in-time snapshot. Answers can change with wording, model updates, and time. It does not claim that a business that was not named can never appear.
